Overview

Bharat Sanchar Nigam Limited (BSNL) is an Indian central public sector undertaking that provides telecommunications services across India. Wholly owned by the Government of India under the Department of Telecommunications (DoT), Ministry of Communications, BSNL operates fixed-line telephony, mobile telephony, broadband, leased lines, and enterprise communication services. It is one of the largest telecom service providers in the country and serves both urban and rural subscribers, with a particularly strong presence in rural and remote regions where private operators have limited reach.

Background

Until the late 1990s, telecom services in most of India were provided directly by the Department of Telecommunications, a government department. As part of telecom sector reforms initiated under the National Telecom Policy 1999, the operational and service provision functions of the DoT were corporatised. This led to the creation of BSNL as a separate company so that it could compete with private operators on a more level footing while the DoT continued to handle policy and licensing.

BSNL took over the service-providing functions of the DoT in all telecom circles of India except Mumbai and Delhi, which were served by Mahanagar Telephone Nigam Limited (MTNL), a separate public sector company.

History and timeline

The company is administered by a Board of Directors, with the Chairman and Managing Director (CMD) as its chief executive, appointed by the Government of India.

Significance

BSNL is significant as the principal state-owned telecom operator in India and as a strategic asset for national communications infrastructure, defence communications, and rural connectivity. It is a major implementer of government connectivity programmes, including BharatNet, and supports communications during disasters and in border and remote areas where commercial viability is limited. The company is also notable for its role in promoting indigenous telecom equipment, particularly the deployment of the home-grown 4G and 5G stack developed by C-DOT and Indian industry partners.
