Background and funding
The university grew out of the College of Agriculture established at Palampur in May 1966. With its formal establishment as a separate university on 1 November 1978, the institution was structured to serve as a dedicated centre for agricultural education, research and extension in the hilly terrain of Himachal Pradesh.
Capital works investments for the university's land and facilities have been provided through grants from the Government of Himachal Pradesh and the Indian Council of Agricultural Research. The state government has remained the principal source of recurring funding for the university's operations. In the 2004–05 academic year, approximately 63% of CSK HPKV's annual operating expenditure was funded by Himachal Pradesh state government grants, while a further 29% was covered by ICAR grants. The remaining proportion was met through fees collected from students and other miscellaneous sources of income.
As an ICAR-accredited institution, the university is part of the network of state agricultural universities in India whose academic and research standards are reviewed by the council. The accreditation underpins its eligibility for central government grants and its participation in coordinated research programmes addressing crop improvement, livestock, horticulture and allied disciplines suited to hill conditions.
