Overview

The education system in Uttar Pradesh follows the national 10+2 pattern, leading to undergraduate and postgraduate degrees. Schools are administered through a combination of state-run institutions, government-aided private schools, and unaided private schools. Higher education is delivered through state universities, central universities, deemed universities, private universities, and a wide network of affiliated degree colleges. Technical and professional education is coordinated by separate councils for engineering, medical, agricultural, and management studies.

School education

Primary and upper-primary education in the state is supervised by the Department of Basic Education through the Basic Shiksha Parishad. Secondary and senior secondary education is regulated by the Uttar Pradesh Madhyamik Shiksha Parishad, commonly known as the UP Board, headquartered in Prayagraj. The UP Board is among the largest school examination boards in the world by number of candidates. Schools affiliated to the Central Board of Secondary Education (CBSE) and the Council for the Indian School Certificate Examinations (CISCE) operate alongside state-board schools, particularly in urban centres.

Madrasa education is supervised by the Uttar Pradesh Board of Madrasa Education, which conducts equivalence examinations such as Munshi, Maulvi, Alim, Kamil, and Fazil. Sanskrit education is overseen by a separate Sanskrit Sansthan and the Madhyamik Sanskrit Shiksha Parishad.

Higher education

Higher education is administered by the Department of Higher Education, with academic affiliation provided by state universities to thousands of degree colleges across the state. The major categories include:

  • Central universities, such as Banaras Hindu University (Varanasi), Aligarh Muslim University (Aligarh), University of Allahabad (Prayagraj), and Babasaheb Bhimrao Ambedkar University (Lucknow).
  • State universities, including the University of Lucknow, Chhatrapati Shahu Ji Maharaj University (Kanpur), Dr. Bhimrao Ambedkar University (Agra), Deen Dayal Upadhyaya Gorakhpur University, Chaudhary Charan Singh University (Meerut), and Bundelkhand University (Jhansi), among others.
  • Specialised universities, such as Khwaja Moinuddin Chishti Language University (Lucknow), Sampurnanand Sanskrit Vishwavidyalaya (Varanasi), and Madan Mohan Malaviya University of Technology (Gorakhpur).
  • Private universities, established under state legislation across Greater Noida, Lucknow, Mathura, and other cities.

Many degree colleges in the state are affiliated to a regional state university and offer undergraduate and postgraduate programmes in arts, science, commerce, and education. Examples of such affiliated institutions include Akbarpur Degree College in the Ambedkar Nagar district.

Technical and professional education

Technical education is coordinated through the Directorate of Technical Education, Uttar Pradesh. Engineering and management institutes are largely affiliated to Dr. A. P. J. Abdul Kalam Technical University, Lucknow (formerly Uttar Pradesh Technical University). Polytechnic colleges are governed by the Board of Technical Education, Uttar Pradesh. Medical colleges are administered through the Department of Medical Education and affiliated to specific health universities, including the Atal Bihari Vajpayee Medical University, Lucknow.

Agricultural education is delivered through universities such as Sardar Vallabhbhai Patel University of Agriculture and Technology (Meerut), Chandra Shekhar Azad University of Agriculture and Technology (Kanpur), and Acharya Narendra Deva University of Agriculture and Technology (Ayodhya). Veterinary studies are concentrated at the U.P. Pandit Deen Dayal Upadhyaya Pashu Chikitsa Vigyan Vishwavidyalaya, Mathura.

Historical background

The region now constituting Uttar Pradesh has a deep history of scholarship. Varanasi and Sarnath were ancient seats of Sanskrit learning and Buddhist studies. During the medieval period, Jaunpur and Agra developed as centres of Persian and Islamic education. In the colonial era, modern universities were established at Allahabad (1887), Banaras (Banaras Hindu University, 1916), Lucknow (1920), and Aligarh (Aligarh Muslim University, 1920), shaping the academic landscape of northern India. Several leaders of the Indian independence movement and post-independence intellectual life were associated with these institutions.

Examinations and entrance tests

State-level entrance examinations are coordinated by various bodies, including the Joint Entrance Examination Council of Uttar Pradesh (JEECUP) for polytechnic admissions and the Uttar Pradesh Combined Pre-Medical Test in earlier years. Recruitment of teachers in government schools is conducted through bodies such as the Uttar Pradesh Basic Education Board and the Uttar Pradesh Public Service Commission, along with the Uttar Pradesh Higher Education Services Commission for aided degree colleges.

Significance

Owing to its scale, the education sector in Uttar Pradesh has a substantial influence on national literacy levels, higher education enrolment, and the supply of candidates for civil services and competitive examinations. The state contributes a large share of candidates appearing for the Union Public Service Commission and Staff Selection Commission examinations. Successive state governments have implemented schemes for school infrastructure, free textbooks, scholarships for students from Scheduled Castes, Scheduled Tribes, and minority communities, and digital learning initiatives.
