Safal was set up as part of the NDDB's effort to extend the cooperative model that had succeeded in dairy under Operation Flood to horticulture. The brand operates a procurement, processing and retail system in which produce sourced from grower associations is graded, packaged and distributed to Safal outlets and institutional buyers. Alongside fresh produce, the brand markets a range of processed items including frozen peas and mixed vegetables, fruit pulps, concentrates, jams and pickles, which are also exported.

Procurement is organised through farmer associations and collection centres, particularly in Karnataka and other horticulture-producing states. The brand operates a fruit and vegetable processing plant at Mumbai and distribution facilities in northern India. The Safal National Exchange, set up in Bengaluru, was established to provide an electronic auction platform for fresh produce trade.
