Samastipur district is an administrative district in the state of Bihar, India. It lies in the north-central part of the state, in the fertile plains between the Ganges and the Himalayan foothills. The district headquarters is the town of Samastipur, which is also a major railway junction on the Indian Railways network.

Samastipur district lies on the northern bank of the Ganges, in the alluvial plain of north Bihar. The terrain is largely flat and agricultural, watered by the Burhi Gandak, the Baghmati and several smaller distributaries. It is bounded broadly by Darbhanga district to the north, Begusarai district to the south across the Ganges and Burhi Gandak, Khagaria and Madhubani to the east, and Vaishali and Muzaffarpur to the west.
The district falls within the cultural region of Mithila. Its climate is humid subtropical, with hot summers, a monsoon season from June to September, and cool winters.
Samastipur district is part of the Darbhanga division. For administrative purposes, the district is divided into subdivisions, which are further organised into community development blocks and revenue circles. Local self-government is exercised through gram panchayats, panchayat samitis and the Samastipur Zila Parishad, alongside urban bodies including the Samastipur Nagar Parishad and several nagar panchayats.
The economy is predominantly agrarian. Major crops include paddy, wheat, maize, pulses, sugarcane, tobacco and a variety of vegetables and fruits. Dairy and livestock-rearing are important supplementary activities. The district is home to Dr. Rajendra Prasad Central Agricultural University at Pusa, a leading institution for agricultural research and education in eastern India.
Samastipur is well connected by rail and road. Samastipur Junction is the headquarters of the Samastipur division of the East Central Railway, and serves as a junction for lines towards Darbhanga, Muzaffarpur, Barauni and Khagaria. National and state highways link the district to Patna, Muzaffarpur, Darbhanga and other parts of Bihar.
The population is largely rural and predominantly Hindu, with a significant Muslim minority. Hindi is the official language, while Maithili is the principal mother tongue and carries the literary and folk traditions of Mithila, including Madhubani painting, Maithili folk songs and festivals such as Chhath, Holi, Durga Puja and Sama Chakeva.
Samastipur district is significant as an agricultural heartland of north Bihar, an important node on the Indian railway network through Samastipur Junction, and a centre of Maithili culture within the historical region of Mithila. Its educational and research institutions, particularly at Pusa, give it a wider role in agricultural science in India.
